Responsibilities in discussing the risk

Abstract
Human responsibilities are being examined to an ever increasing extent in relation to disasters, even natural disasters. This is especially true where flooding is concerned. This paper examines the role of those involved in forecasting, preventing and aggravating disasters as well as in repairing damage, in the framework of legislation and regulations. An improvement for determining responsibilities and preventive measures is proposed : namely a discussion within the framework of the legislative procedures laid down for water management and hydrographic basin management.
