Abstract
We need to modelize the available hydrological knowledge on floods, in order to give to all the concerned people objective and quantified elements for the negotiation, concerning flood risk but also hazard and vulnerability. These elements must be mapped, because a large part of the negotiation is territorial and landed. These elements need also to be continuous and reversible, to not constraint too much the negotiation that need flexibility and also a clear display of the consequences of the different choices.
