Multifunctionality of agriculture and CTE in Brittany: from economic principles to reality

Abstract

This paper gives a reading of CTE, French tool for providing multifunctionality in agriculture, using the conceptual framework of welfare economics. We apply it to CTE measures in Brittany. Despite a true will to cope with local problems, there are not enough incentives to modify production systems in such a way to create value including environment. An other problem is that CAP and CTE policies are conflicting.
