Abstract
The evaluation of a public territorial policy with multifunctional aims sets specific questions: the identification of different levels of finalities, the analysis of connections between various finalities (economic and environmental), and the taking into account of territorial effects. To each of these questions, it is possible to suggest appropriate tools and approaches: a system of hierarchy of finalities (e.g. by the concept of a graph of objectives), the drawing up of a analysis grid based on the supply of specificity and an analysis of the phenomena of proximity. In other respects, the carrying out of this type of evaluation requires the adoption of an institutional organisation adapted to facilitate the diffusion of information.
