Abstract
The history of forest planning is analysed from three points of view. 1) If it is true that foresters are rightfully in charge of forest planning, they have not always been and currently they are not the only ones who deal with issues, which concern more and more stakeholders. 2) When are planning policies altered? Do changes happen in times of troubles or of quiet? When major changes do occur, is there a system, which predominantly accounts for them? 3) How is it possible to understand the fact that numerous alterations take place outside the frame of classical planning regulations and theories?
