Contradictions in public policies on management of aquatic species and habitats

Abstract
Contradictions in biodiversity conservation public policies are inherent in the complexity of the issues concerned and the relationships between stakeholders. The particular inflexibility of European Union and the French State, the lobbies' influence, and an unquestionable deficit of ecological culture among our power elites, reinforce the inconsistencies of these policies. It constitutes a powerful brake to a collective appropriation of the conservation objectives by the society, calling for a paradigm change. Topics for reflection are offered from the example of "diadromous fish" policies.
