Territorialisation de l'action publique d'appui à la création d'activités en Rhône-Alpes et en Auvergne

Abstract

Faced with the major issue of creating new activities and new jobs, public policies are expanding at all scales. This paper outlines the richness and diversity of the numerous action plans supported at every level in the Rhône-Alpes and Auvergne Region by local authorities and (private) associations, working together or not. The large number of measures and their redundance often make action plans difficult to understand, but some territories have organised to support business activity and are thus more efficient and open up to new methods. Is the recent development of local or regional policies the sign of a reorganisation and improvement of policies supporting new activities and jobs creation? This article doesn't decide, but raises the issue and opens new ways and perspectives to improve the efficiency of local policies supporting new activities, jobs creation and population welcoming.
