De la gestion patrimoniale des réseaux d'assainissement aux techniques alternatives de gestion des eaux pluviales, une nouvelle histoire à écrire pour la gestion intégrée des eaux urbaines

Abstract

Best Management Practices (BMPs) for urban stormwater management are systematically increasing in France since several decades, mainly because they are needed to replace or supplement existing drainage networks. Today, considering aging and spread of BMPs, infrastructure asset management is required in order to minimize the total cost of owning and operating the asset, while maintaining the level of services delivered to customers. Key bottlenecks are related to: (i) the broad range of services delivered, (ii) the important variety of shape and composition, and (iii) the fact that BMPs are often more natural (soil, vegetation, water) than constructed (concrete, steel, etc.). This article provides the basis for implementing infrastructure asset management of BMPs. This approach is inspired from Sewer Asset Management practices and concepts. The ideas proposed are illustrated with the experience of the Metropolis of Lyon.
