Abstract
With the creation of the GEMAPI competence (Aquatic environment management and flood prevention) and its attribution to public intermunicipal cooperation institutions, France has totally redefined the governance of aquatic environments. The purpose of this study is to propose an analysis of the changes brought about by GEMAPI on the actors involved in the management and preservation of aquatic environments, in a defined study area, the Seine-Normandy basin.
