Understand ERC from the planning stage: from the change of scale to its implementation in the territories

Abstract

Understanding the Avoid-Reduce-Compensate (ERC) sequence at the scale of a territory, what does this mean in practice? What contributions and implications would such an approach have in relation to the traditional implementation of the ERC sequence, i.e. at the scale of operational projects? Why are the actors of the territory struggling to take this inevitable path to achieve the objective of no net loss of biodiversity? And finally, what challenges are there to facilitate such implementation? These are the questions that the authors ask and to which they provide answers, based in particular on a qualitative survey of stakeholders in the territory.
