Abstract

Agricultural adaptation is a topical and social issue. This issue is even stronger in the Pyrénées-Orientales region, where successive years of drought have intensified the social, economic and environmental crises. Despite a water saving strategy that has succeeded in drastically reducing the volumes of water used by farmers, the shortage of resources is intensifying. This study examines how public policy approaches the adaptation of agriculture, and the effectiveness of these measures in reducing farmers' vulnerability by analyzing farmers' strategies based on semi-directive interview, processed using qualitative analysis software. By taking into account all of the farmers' present and future actions with a systemic and territorial approach, this work identified four different "adaptation" strategies that were taking sens in the territory where they were taking place. Adaptation can take different forms, and cannot be reduced to water access. In some cases, the water supply policy supported by institutions increases the vulnerability of farms.
