Abstract

We here present a document written by Madjid Bouzit titled 'The economic assessment of natural hazard mitigation plans and the value of information; application to the Serignan town' (available only in French). We recall how these plans are drawn up, and also M. Bouzit's results on this subject, mainly through the Cemagref programme termed ASS. The use of a cost-benefit analysis (with costs that are certain whereas benefits are not) to three different levels (the State, the municipality, and the owners), for a town regularly subjected to floods, allows us to understand the difficulties (for instance the choice of an optimal mapping accuracy level) and, as a result, the opposition to drawing up and the reluctance to implementing these plans.
